The more I think about it insted of "trying" to refinish 15" phone dials rims Id rather just spend the money and get some 16" Phone Dials. The thing is refinishing the wheels would probally cost almost as much as buying 16's. Questions are...
Will this at all change the ride on an N/a ? Work well with Yellow Konis ? I see 16x7 and 16x8 are the 8's wider ? Anyone have any for sale with tires

Check the sizes out and don't pay for them until they are mounted on your car and you test them out on the road. I swapped the rims off of my 88 with the rims that I got with an 87 (both phone dial - would have to look at them for part #'s & tire sizes) because the 87's were wider. Started hearing thumping when I was going down the road. They were too wide and knocking the fenders and I had to move them back. I haven't done any research as to what sizes I can run because I'm doing body work now and the tires are farther down the waiting list.

The ride will be marginally harsher because the sidewall of the tires is shorter. Handling will be a little more crisp for the same reasoning.
The 7 and 8 is the width of the wheel. Just make sure the phone dials you find are the right offset, 52.3mm. Basically any phone dial from a '87 or '88 951 will work. They fit without modification to the n/a. I used to run 16x8's all around with 245's on my n/a for track use. The stock tire size will be 205/225 but you can go up to 225/245.

I think Phone Dials were the only wheel that was made in both early and late offsets, so make sure you get a set of late-offsets! That means the Phone Dials from an '86 951 will not work.
