Scrape as much gunk out of the socket as possible with a dental pick, and blast away what remains with your favorite solvent. Assuming you bought the correct tool, seat it fully in the bolt and give it a hearty whack with your BFH ("waking up" the bolt).

You should be able to get them loose with a big ratchet wrench (although I sometimes use a rattle gun on uber low setting).

I have also read about people grinding the heads off, or gripping them with vise grips. . .you'll be tossing them anyway.

Do as RM said. Clean the heads the best you can. Put the tool in the screw head and give it a few, decent, solid taps with a hammer. This will make sure the tool is seated properly and "wake up the bolt." I always use a 12" pipe on the end of my ratchet to make turning old bolts very easy. No busted knuckles or stripped screws here.

Be sure the tool is seated properly and is at a 90 degree angle to the screw or you will most likely strip it. I do not like these screws. I will be replacing mine with either hex head screws or socket head cap screws next time I have them off.
