Cluster out, can start?

I have the cluster out to fix the odometer gear right now.

Is it safe to start the car to work on other things?

Yes, of course, you won't have any indication if it has lost oil pressure, or the battery is overcharging, or you're overheating.

Check over your wiring diagram and make sure you don't have any hot and unprotected wires hanging down.
