90 944 s2 w/ 968 engine swap

my 944 does not want to start and it seems like the starter is not engaging all the way....... the voltage seems pretty low..... brand new battery. Can someone give me any ideas on what to check for?

I would start with the starter motor itself,It is on the bottom of the bellhousing. A first timer should be able to remove it for testing in about 30-40 minutes woth hand tools.
