Quick question. torque for turbo shaft nut?

I'm rebuilding my turbo but can't remember how I was told to torque the shaft nut.
It was a very specific way, like finger tight plus 1/4 turn or something.

How is this normally done?

Also.
The bearing sleeves that go in the centre section of the turbo,
do they just drop in or should there be some resistance to them?
The way they are now it seems likely they will rotate with the shaft.

Instructions say to cover nut and uncovered threads in "safety varnish". A quick google gives few results. What is it?

Finally. Some say to use Loctite on the shaft nut some say it should be avoided. The Rebuilding manual I have for a K1/K2 turbo specifies Loctite 640 for shaft nut and cold-side housing.
Why this confusion?
