bubbled bumper... how to fix?
 
The front bumper is starting to be annoying to look at. I know the PO hit something hard enough to rip the oil cooler off. I would like to get it to look smooth and without the bubble effect on the sides. Here's some pics. :)

straighten , repair or replace the mounting brackets

962 has it right. The PP bumper is pretty flexable. So the brackets must be pushed up to be causing the bow you see. Should be a pretty easy fix.

It does seem like a bracket issue but if it has been like that for quite some time then it may be stuck in that position and still look weird when the bracket is fixed. In that case, grab yourself a $10 harbor freight heat gun (excellent tool to have around anyway) and carefully reshape it. I reshaped both of my rear bumper end covers with my heatgun because they were badly bowed.

Where can you pick up one of those heat guns?

Like VII said, Harbor Freight or Northern Tool for a heat gun. You have to work the heat back and forth in order not to blister the paint. Wear heavy gloves or you will burn yourself when you shape the valance.
