Blower only works on highest setting
 
My 88 944 na will only blow air when on the highest setting. Is it the resistor or rely or something else?

my guess is resistor or your switch is not making contact at the lower positions.

Clean the contacts on your resistor pack. Check this link on ClarksGarage, the first picture is a top down view of the front end. The resistor pack is located at point #6. Its held in by 2 Phillips head screws.

944 HVAC Operation and Malfunctions

Mine used to do the same, cleaning the contacts fixed the problem for the most part. On extremely hot days in traffic it still cuts out however, i think the entire resistor pack may need to be replaced.
