injector voltage question

I am chasing a no start issue, and yes I have been down all the paths so far. When testing for voltage at the injector harness I am only getting 10.2v, battery has 12.4. I thought the injectors need 12v, is 10.2 ok?

10 is enuff to fire. u could do an injector test fire with a 9v battery.

so it's def a fuel injection issue? tried with noid light? check rail fuel pressure?

no noid light yet, but I have checked all the others. I am guessing the harness is broken somewhere, just enough not to fire them. Pressure good, DME swapped, relay checked and bypassed, got spark etc...
