Whats this?

It was hooked up on top of the heater blower.

Looks like a resistor. You should be able to test with an ohm meter.

That would be the blower motor resistor pack. It controls the speed of the blower fan #1 through #4 - If it is not working properly you will only get speed #4 (which is the default) and Max current to fan, I know this, I just got one from E-bay. I was going to try repairing mine but a new one would be better. - L8r Alex
