New chips
Well I've finally found a chip for my 89 951. Turns out there is a gentleman in Orange County who custom burns these things (951 S) for 3.0 bar regulator, 17 psi (banjo bolt) and stock wastegate. Numbers are supposed to be 300 at the wheels and good headgasket reliability (he is a racer). From what I have heard he is the best. Will report later on dyno numbers.

His name is Steve and he is located in Huntington Beach. Email me off list and I will give you his email. In short his chips are specifically dyno tuned for a Turbo S with a 3.0 bar regulator. He says with an open exhaust and air filter he was putting out 309 rwhp on the dyno. With my stock setup, I'll be at around 280 rwhp at 17 psi according to Steve. Grommit and I will dyno our cars in the next month or so and report the results. Needless to say I'm pretty pumped to finally get a custom chip that is designed for my setup and a specific boost pressure.

I'd ask for a warantee and a return policy. Then, try them out, and box them back up when they do not perform.
I had a fresh head, Huntley Cheater 2 turbo, Stage 3 MAF, Adjustible regulator, B&B cat back, APE stage 2's and the ARC 2 Tuned well, and only put down 284 at the wheels... oh, and 18psi with a Deltagate, no boost loss. There is also a dude running a big SFR turbo, SDS, injectors, and all kinds of other stuff that put down 338 on 1 run and 308 by the final run. He had some issues here and there, but it ran pretty good overall. I don't see a set of chips hitting 300hp at the wheels. Maybe 300hp at the flywheel... about 240ish to the ground.. maybe. Its a different ball game because it is an "S". The turbo is more efficient on the top end. The exhaust valves are also slightly different.
I've already seen one guy running 261 hp and 291 tq to the wheels at 14.5 psi (an S) with similar chips from Steve. The real test will of course be the dyno test on my car. BTW - With a bad wastegate I put 285 to the rear wheels on my old 86. Also BTW - after talking with several knowledgable people about these cars (and having a ton of experience with my previous tricked out 951) it seems that the best solution is really to have your chip custom tuned for your specific set-up. I'd avoid the ARC 2 for tuning if it all possible. Best of luck on the rebuild.
