Plastic belt covers

Well I an trying to remove the belt covers to replace my water pump. Got the top one off, but the bottom one is being a b*tch. The bolts just turn and it feels like the nut in the plastic housing is turning. Any tips on vice grip placement?

pb blaster, then burst with an air ratchet you shoudl be able to jb weld them back after you take them out worst case scenario

Just attempt to grab the outside of the housing (the raised insert boss) where the offending threaded insert is located with vice grips...use as little clamping force as needed to keep the insert from turning. You may also try to gently pry the cover up a bit, insert a flat bladed screw driver and apply pressure to the insert to hold it in place while removing the bolt.
