S2 Valve Cover Question

I'm in the process of bringing my recently acquired 89S2 back to life. Of the many problems I'm finding, this one has me puzzled at the moment. On the valve cover, there's two ports that appear to serve no purpose. They were held in with RTV and a snap ring. I can't imagine this is right so I started to look at my box of parts and I found two green o-rings that most likely should go here. After searching for a bit on the forum I found a parts diagram that shows an o-ring and a snap ring there which makes sense. Here's where I'm having issues.

1. How do I get this assembled properly? If I put the o-ring in place first it sits in the groove for the snap ring and I can't get the snap ring to seat properly. If I put the snap ring in place I can't get the o-ring under it. It seems so stupid, but I can't seem to get either way to work.

2. What's the purpose of the two ports?

The unused ports are 928 related.
