sealing oil pump

I know you have to seal the oil pump case when you reinstall it
but do you apply sealer to the black center section that the shaft
goes through? The mating surface on the front of the engine
has a thin layer of a black material that is partally coming off. I
haven't seen anything relating to this in any other messages.
This is on a 89 2.7L engine. Any help would be appreciated.

Yup its loctite 574. Its cruddy and flaky.
