Power Windows not working
 

I did some troubleshooting tonight and found no power to the fuse block for the power windows. Should there be power there with ignition on or is the fuse only powered when the relay is activated? No click at the relay, no voltage drop at all when any of the switches depressed, no power at the switches. At first I was ready to go after the grounds, but without power the grounds don't matter a bit.
