I bought an 86 944 that had been sitting less than two miles from the Pacific here in Newport Beach for almost four years.
The locks were impossible to turn with the key. I just kept flooding them with WD-40 a penetrating oil spray. Used the little tube that comes with the can to get down into the key/tumblers. took a couple of days of flooding and trying but they eventually loosened up. Even the ignition key was impossible to turn. As to mechanical tests here is the States; some do most don't. The ones that do tend to be a joke. I think a good mechanical soundness test is important. Don't know where I would put the importance of the drivers door key lock in relation to brakes or a seriously cracked windshield.

Shoot some graphite into the lock. That'll free it up.

"Inspections" vary from state to state, even areas within the states. In Arizona, for instance, only two counties (the ones where Phoenix and Tucson are located) require an annual emissions check. The rest of the car can be toast and stioo pass. In upstate NY where I used to live, the car was inspected for brakes, steering, broken or cracked glass, but no emissions. Emissions tests in NY were limited to NYC and Long Island. Also, who does the inspecin varies. NY licenses private garages for this task; Arizona's are state run.
Go figure. Personally, I think that cars which are only driven a limitred number of miles a year should not require the same emissions standards as those that are used on a daily basis. Just my opinion. Bob S.
