US car with euro speedometer
So this is interesting. I came across a definite US-spec 1987 924S on Craigslist, it's pretty much identical to mine, with a branded title (the current owner has no idea what happened and can't find any sign of damage, wondering if possibly stolen at some point...)
The weird thing is that the speedometer and odometer are in kilometers. I would suppose it's safe to assume somebody swapped out the speedometer unit for a euro one at some point. Pictures for evidence:

So I'm wondering, what would you say is a fair offer for this, with the branded title and wrong speedometer?

1/2 of a similar car without the same issues. in other words, the car is worth one half of what a 924S would sell for, if it didn't have a salvage title, but in the same condition.

If it is, what kind of emissions issues did (does?) it have? I have been on the wrong end of that mistake before.

I have no idea but it wouldn't actually matter for me because I live in a county where emissions are not a thing.
