1984 944 cabin heating problem

Hello all.
At an idle or slow driving with fan on high the heater blows cold air. If the blower is turned down one click it gets a bit warmer. On fan speed 1 it is hot. This happens no matter what the heater settings are on. This is with heat setting on hot.

At driving speed it gets a bit better with the blower is on high, but the revs need to be up.

Please help?

It could be a bad heater control valve:

Naturally lower-velocity air spends longer in contact with the heater core and is therefor going to pick up more heat than higher velocity air will. If your heater control valve isn't open all the way you will have poor heating but the air will feel warmer the lower you run the fan.

The 84 doesn't have the heater duct clip, its all cable driven and not that great of a setup. Check the cable running to the heater control valve and make sure its not bound up, loose, etc. My guess is the heater control valve simply isn't open the whole way. There's a god awful 97 cent clip that holds the bowden cable to the heater control valve. If you can get your hands in there, unhook the clip and disconnect the cable from the control valve. Slide the leaver on the control valve all the way to hot and see if that improves the hot air on 3. You're still not going to get great heat on the max setting, sitting at idle, in freezing temperatures.
