86 a/c help

Let me approach this another way, to get the clutch on the a/c to kick in what voltages need to be present at the relay G17?

I would assume it would be near 12v. Lets approach this another way. What have you done to isolate this to being a relay problem and not a refrigerant charge/low pressure switch/coil problem?
