wiper can't stop moving

trying to start the car... then the starter stop clicking...the wiper is on, and not able to turn off the wiper.. the wiper is moving as long as the key is turned on...

The battery is definately old and need to be replaced..the voltage is low..

If wiper fuse is blown, the wiper should be off, and not able to turn on, correct? now it is doing the opposite, it is always on, and not able to be turned off..

Or maybe the wiper switch is short,., that is the only logical guess to me...

I am just wondering if people have had similar issues

I had that problem a while back; it required turn signal/wiper stalk assembly removal and close inspection of the contact traces. The unit operated normally once everything was disassembled, cleaned and re-installed.
