Porsche Crest Brake Pedal

1984 944. Parked the car outside for 3 months and brake pedal was fine. Now when I brake it does not return as it should and the brakes are tight, not completely loose. Tried to work it by hand pushing it down and pulling it back with no success. Do I have a master cylinder or booster issue? What is the remedy for it? Thanks guys!

I would check both the master cylinder and booster. I've read with the booster, the seals can go and the booster can get "sucked" down by the engine vacuum.
