Fuel pressure problem

Got an 80 ROW CIS euro 4.7. Currently resurrecting it from the dead. Tank and fuel system nasty and dried varnishy. Cleaned out the tank, pressure washed. New screen mesh filter in tank. New fuel filter, new fuel pump. Car started and ran rough, would not accelerate past 2500rpm. Eventually stopped starting. Sent out fuel distributor to be rebuilt. Ran cleaner and 20 gallons of fuel through fuel lines. Reinstalled rebuilt fuel distributor. Ultasonicly cleaned fuel injectors. Fuel pressure is 70psi control pressure 30 psi. Fuel pump running depressed plate no spray at injectors. Squeezed return line and depressed plate and 4 injectors sprayed poorly. Ordered 8 new injectors, but not sure why restricting the return line made it work. What’s happening?
Any help CIS tribal knowledge needed!

I don't believe you have enough fuel pressure. IIRC, the correct fuel pump for CIS operation makes about 105 lbs.
You must have fuel pressure gauges to correctly diagnose and work on your CIS system.

Right on the money (stepson)! Wrong brand new fuel pump was not for CIS. Bosch pump number 0580 254 967 is the right pump for ROW Euro not 0580 464 017. After new pump and 8 injectors installed, checked for fuel pattern, beautiful cone spray, but slightly spraying with fuel pump on. Adjusted mixture screw on fuel distributor box with long Allen wrench to just after fuel stopped spraying and went for start. Serious backfiring led to mistimed distributor, corrected. Started and took revs for five minutes, until it stumbled at idle and would not restart. Appears flooded. Checked spark, good at plug, slightly wet. Checked fuel, by spraying starter fluid directly into plenum, not a pop or fart. Checked a cyl for compression 136psi cranking normally. Let it cool for an hour, tried to restart, nothing, swapped out to old dry Bosch plugs, just removed. Still no popping or tries at firing. I’m thinking it’s continuously injecting my system with fuel. Or a bad leaking cold start valve. Hopefully it will dry out and refire long enough to run and set the mixture. Any thoughts?

So you have leaking injectors?

Don't wash the cylinder walls down with excess fuel.

Check the vacuum on the fuel regulator and dampeners. If they don't hold vacuum, they are leaking fuel. Replace them if they are leaking.

Make a jumper for the fuel pump relay with a switch that you can turn off. Jumper the fuel pump relay connecting terminals 30 and 87. Make sure the switch is turned off. Try to start the car with the fuel pump off. When the engine fires, flip the switch on the jumper to turn on the fuel pump.

make sure to turn off the switch on the jumper when the engine is not running and/or remove it from the CE panel.

Dude, it totally started this am. Just needed time to dry out and in flood. I was ready with my Allen wrench and timing light and idle screwdriver. She runs great after years of sitting. Smoky burnout acomplished!
