inner thermostat seal on 1980?

Does the US 4.5l have the internal seal for the thermostat? Just brought back to life a 1980 that has sit for over 15 years and it gets hot pretty quick as in to quick. The thermostat did open once in boiling water after a few attempts, but didn't seam to open fully. Then it just stopped opening after cycling it into cooler water then to boiling water. Hopefully, with a new thermostat it will fix the overheat issue.

After hours of searching if the 1980 has an inner seal, I found this on 928RUS " Only used from 84 to 95". Sorry I don't have a workshop manual yet.
So I will assume that Porsche at a later date decided it was needed and added it to the thermostat housing. Is this something to retro-fit on the older engines for better cooling or just run it as originally designed?
