collector plates in ohio

Does anyone know that if I were to get a 1993- 1995 928 what the requirements would be or if it is even possible to obtain collector plates in ohio so that the Echeck would not be an issue. I am all for cleaner skies and what not and that is not the purpose of getting the plate...but the hassle of getting it done. And then with a car like this if it doesn't pass....oh boy!!
