Finding new "old" parts

Some of you know I am a bit of a packrat, today while working in my garage/warehouse to make space to park the 84 Euro I was sorting an old box of "junk" and found new parts in the Porsche sealed bags I bought and never got around to using on the 81 928 I sold 20 years ago. Its part of a cargo net maybe, a long elastic cord with knobs on the end that do a half twist to lock into something.

I saved the old part from replacing a squeaky dash temp sensor fan, and its in better shape than the one in either of my other cars, wonder if it still squeaks or I can still hear it.
