Tensioner rebuild

Redoing the timing belt tensioner on my '78 928. I got the kit from Roger. After everything is cleaned & dry, the washers put back the same way they came off. I filled the housing i/2 way, put the assy back in the housing & I pumped the assy up & down to get the air bubbles out. Question, do I fill the housing to the top to the snap ring?
