Post some pictures of car, engine compartment and fuse box area.
Can't really help you too much without that.

You've described a kind of frankencar setup. 84 Euro and 89 S4 have different wiring. We have to know the vintage of the electrical panel in this case in my opinion. Might just be a body adaptation, but its too risky to make conjecture without more information.

Did you remove the panel and polish the fuse panel, especially in vicinity of fuel pump fuse?
What are the fuses? Cylindrical or flat plug ins?

Have you cleaned the two critical ground connections located on the passenger side Cam Cover?

OK. So there is a 16V grounds cleaning thread you can search for. Its wordy, but has some good info.

The grounds are on the cam cover. One is centered above the O in Porsche on the cover. It might be buried under the air valve. Remove it so you have access. The other is located more visibly near the front of the cover. These are the main grounds for the brains, CPS and for injector switching. Polish them and the underlying area where they mount.

Clean the red battery little cable. Its for power to the panel.

MAF connection can be frayed under the boot. Same with the connector on the harness side of your new cps.

Just a series of stuff like that needs to be checked and be in order.

What was last thing that was worked on before it went down?

Test the fuel Injector relay 3way jumper 30 <> / 87 / 87 Look closely at the Circuit board where it ( and other ) relay's Plug to the board . test for power to the Injectors .
***************************************
if the car run's on the Cranking Start Cycle but Die's on the Run Cycle ( Key turned to Run rather than Start ) It's not getting power to the injectors to allow Fuel to the motor.
You changed out the ICU > did you Clean the Pin Connector ?
Do as "Landseer" says :
"Did you remove the panel and polish the fuse panel, especially in vicinity of fuel pump fuse?
What are the fuses? Cylindrical or flat plug ins?"
This is excellent advice > Look for Green Colored Corrosion at the Plug In's for the Relay Posts
Look for rusty Plug Posts >. If you see any of that most likely the Board has Corrosion back side .
*********************************
Check the Ballast Resistors ( Fender wall near Distributor )
Check the Green wire Distributor to ICU
**********************************
if the car has not run in a long time You have a lot to do . ( like Tank clean out > Lines > and more
Post more info > If the car sat for 3 Years everything in the fuel system is Contaminated > the fuel just Jelly's all up > if you tried to start it without cleaning it out You Pumped Crud in the Injectors .

84 928 euro

Nothing it was running good no problem's at all when i parked it i started it for a month or two then the battery went dead from the clock so it just sat for the next 3 years or so. I drained all the gas out of the tank and added about 7 gals of gas in it the gas was clean coming out of it i installed a new fuel filter before i tryed to start it and you know the rest up to now.

Needs to be a very fully charged battery.

I'd pull the fuse panel out and clean it.
Clean relevant grounds.
Clean relay plug contacts.
Discard all fuses, polish the brass holders, replace with the right new ones. Not buss, VW type specials.
Investigate if any mice have done damage.

Just for starters. So to speak.

Fuse / relay / Chart now the euro may be different not sure
you can pick the years > this page is for 83 > 84
Link :
https://www.928gt.com/t-8384fuse.aspx
Chart well show the location
Pin Numbers ( talking Relays ) are on the bottom of relay if you want to make a jumper But Don't do it wrong

for the FI Relay for example >>> XVI Fuel Injection 928.615.119.00 the part number well be on the relay
Does the car Run when you Prime it with Gas on filter or below on the Start cycle ? then die ?
******************************
when did you drain the gas ? 3 years ago or recently ?
If recently then you well have to Pump out the Fuel Rails until it runs clear ( fuel into a Bottle so you can see it's clear ) and the Injectors get sticky and full of jelled up Fuel > You can get them going again with fuel pressure and Power to the injectors .
