12.6v is battery, not charging, charging is more like 13.5 to 14.5v.

Which Aux air regulator, what model and year, some run from the engine brain, others are just a solenoid, but I would not suspect 12.6v to be an issue with either.

By runs bad, does it want to vote for Obama or something less serious?

81 Euro S is CIS injection, runs bad is almost always some issue with WUR, fuel distributor, fuel pressures, faulty previous mechanic, intake vacuum leaks, or injectors needing cleaning.

Euro used CIS from 78 to 83, US 78 and 79 only, but many here on Pelican will be able to help with the details.

Tell us more about how it is running bad. Hot start, cold start, idle, full throttle, etc. What all does it do wrong?

For almost all troubleshooting you will need a set of fuel pressure gauges made for testing CIS systems.

One thing with CIS that should be checked first is vacume leaks before replacing components. My car went from running like bad lawn mower to a racecar 1 with plug of a small leaky line.
