Turns signals only work with lights on.

Always something new with the electronics.

Prepping for inspection and realized:
The turn signals work fine with parking and/or headlights on.
Turn signals don't work at all with all lights off.
Hazard flashers work fine at all times.

Thought it might have something to do with the headlight switch. Swapped out a spare, and no change.

Did have steering wheel etc off to do column bearing.

Thoughts?
