spare tire cover adhesive removal

The foam backing of the spare tire cover crumbled years ago. I've gotten around to scraping it off and I'm down to a thin layer of the original adhesive. I've tried mineral spirits, Goo Gone and Goof Off with little success. Has anyone successfully removed the adhesive? If yes, what did you use?

Well, on my hood liner, I used PB Blaster to cut the glue. Not sure what glue is on your tire cover. It worked on the hood which was recommended here on this site by someone. Try a small spot and see.
