Engine won't rev more than 3000 rpm/ electrical?

I had a bad alternator. popped the valve cover gasket testing it out.

Fixed the gasket, broke the green wire. now it won't rev more than 3000 rpm. the green wire was switched in backwards. positive to negative polarity or whatever it is that runs through this wire.

I was wondering what would, could, might be broken from the wire being switched.

One side might be connected to ground at either end, but its a low voltage signal afaik, so once corrected should be ok.

My guess, some other problem.
