Timing belt check

I am looking at an early s4 for parts, is there an easy way to check for a broken timing belt on a non runner?

Yes, just look at the belt and see if it is broken. If your question is whether you can look to determine whether there has been a prior belt failure involving bent valves, then you will need to open it up. You cannot tell from looking, and maybe a hand crank of the motor from the belt pulley, to see if it even turns, could be one way, but you have to be extremely careful not to turn it too far, since if there is an issue, you could make it worse.

the common way to check is to remove the right side cam tower cover,
this will let you see the belt run and if the belt is still tensioned correctly.
set the engine at TDC then check the belt tension with your Kempf tool.
otherwise look down the top of each cam tower cover hole and see if the belt looks like its in position and tight on the gear,
then hand crank the engine and see if both cams are turning
