Low gauge readings

I had to take the dash gauge cluster out to replace the ignition switch. The temperature gauge use to read near high but now it rarely gets above the first dash. The voltmeter now reads between 10 and 12 which is 2 volts lower than at the battery.

I was reading an old thread about physically moving the needles but shouldn't they start at the bottom of the gauge?

First suspect bad grounds on the connectors to the PCB in the cluster. Remove the connectors and clean the contacts.
