No Boost

Hello, this is likely a common thread and I have read through some of the previous posts . I picked up an 86 Turbo from the original owner and the car had sat for 10 years. I got it running after replacing the entire fuel system and it actually runs great. Idles great. The only issue is that it is basically a NA car as there is zero boost. I bought an aftermarket boost gauge connected to the KLR and it only goes to 0 when I get on the throttle. Zero boost. I read that it could be the cycling/timing valve but the symptoms of this going bad is boost to 1.2. I took off the J boot and checked the turbo and it spins freely. It has Weltmeister chip. I am thinking that maybe it is a wastegate issue but is it possible for it to be stuck open? I also read to pinch off the hose from the cycle valve to the wastegate but after trying this there was no change. Any advice would be appreciated.

I also noticed the O2 sensor is not plugged in. Would that cause this condition ?

I can’t imagine putting this little 4 through its paces with no boost. Is that what the base model guys feel like always? Life’s more fun boosted. lol Best of luck man!
