No Power to Mirror Circuit

I am rehabbing a basket case 1986 951 and I am having a problem getting my power mirrors working.

When I bought the car there were two sheet metal screws holding the the mirror onto the base of the mirror. The spring tensioner had broken and the previous owner drilled through the outer mirror and into the base and locked it in position. I always wondered why my backup lights didn't work...

When I replaced the mirror and harness with a hole drilled through it, the backup lights began working and the fuse does not blow. I do not power to the rocker switch and the mirrors do not operate. After studying the schematic it appears there is contact bridge for the mirror power. It connects pins 1&3 and 2&4. I can not find it. I am wondering if the previous owner removed it to try and stop the fuse from blowing.

Help, summer is going fast and my can has not left the garage
