Turn signal or hazard flasher stuck

Any hints appreciated.

I have a 83 944 with the turn signals and flashers stuck.

Let me describe.

Turn car on. Both the left and right turn indicators, on the dash, are lit, but not actually flashing.

If I push the indicator left turn or right turn, the lights on that side of the car lite up, but do not actually flash.

Putting indicator back to center, no lights externally, but the dash shows both left and right indicators on again, but not flashing.

I was told flasher relay was already replaced, but didn't fix issue.

Not sure about the early cars, but on other cars I have owned the signal lights will glow if one of the lights is burned out. Maybe here as well?
