Little or no boost....
Checked all vacuum lines two were disconnected one at the cycling valve and the other under the throttle body. Thought it would fix the problem, but it did not. When I accelerate 1.3 bar is all I get. Thought the wastegate could be stuck open but before I pull it and risk breaking studs I wanted to see if there were any other options.

Ok... the factory boost gauge reads in BAR 1.3 bar is 18.85 psi, sooo what's the problem? Car can't be stock?

Factory gauge is absolute pressure, so no 1.3b is not 18+lbs.

Factory gauge at 1 bar equals ZERO boost.
Factory gauge at 1.3 bar equals 0.3 bars of boost (~5psi). Stock boost is 10 psi, so something's going on. Before taking the WG off, try clamping the hose off going from the cycling valve down to the WG, and CAREFULLY running the car up to boost. Don't go too hard as you have removed all of the safety devices by doing this. If the car boosts higher, then your WG is fine. This of course is assuming that you have the stock WG installed and not some dual port mod. Cheers, Keith

Check the recycling valve. It's the large black circular thing next to the coolant reservoir. It has a diaphram inside that can break. If it does, you only get about 1.2 to 1.3 on the boost gauge.
To test the valve, remove it and try to blow through either of the large openings. If you can, it's bad. Also, if you can blow through the small opening on top, it's bad.
