Is this the way the blink counter is supposed to work?

I have an LED (let's say permanently) hooked up to the diagnostic port (which has no cover on it) on the left fenderwell. I have never been able to get any blinks out of it since I installed it about a year ago. But If I disconnect the TPS, the LED comes on, and stays on, without blinking. It turns back off when the TPS is reconnected. Is this what is supposed to happen? The KLR chip that I am running is the one that comes with the APE MAF setup. Would that make any difference?
