Good question - by hand. Twist, pluck (courtesy of van svenson), and waterpump pulley turn. Not my favorite method, but no tools to do otherwise.

you should get the arnnworx timing belt tension tool. $160 will save you a world of pain and trouble later, and you could get the job done right the first time around.
