Angry Power loss after 4500 RPMs

I picked up an 86 turbo a few days ago and it was idling rough. Now, after some vacuum line replacement, it seems to be running a lot smoother. However, it seems to lose power around 4000 to 4500. The boost seems to want to kick in but it won't. Fuel pressure regulator, AFM, vacuum lines, and cycling valve have all been replaced. The turbo spins freely and has no play. Any Ideas on getting the boost to kick?
