Air recirculating flaps not working on HVAC

I've noticed when it is really hot, my AC doesn't work very well. But blows ice cold when not that hot. Found the problem. When I press the air recirculating button I notice nothing happens to the flaps for the fresh air/recirculating unit. What do I think the culprit is? I was looking at these diagrams on Clarks:
944 HVAC Operation and Malfunctions
There are 2 vacuum units on either side of unit. Also there is a solenoid on the passenger side of it. If both flaps are not shutting, I would think it may be the solenoid no? Is there an easy way to get to that? Any other thoughts??Thanks guys!!

ooh man, that HVAC box is a bit of paint to get to. I think you have to pull the dash, or at least the center console. Pulling the dash isn't that hard, just a few screws holding it together. But start with the center console and see if you can get access.

If you are in need of new flap motor units, let me know, I have a several of them.

Do you think it is the solenoid that is number 9 in this diagram?

Or the two vacuum units, number 7 in this diagram? Getting to the vacuum units will be easy. It's the solenoid on the first pic that will be a bugger!! U mentioned a flap motor for the recirculating flaps? Where are they at?? Thanks brother!!

That blower isn't that hard to get to actually. You remove the plastic cover (brittle) in the back of the engine compartment and the whole thing can be pulled out.

The HVAC unit is a big black box underneath it, its behind the dashboard.

Here's an article on Clark's Garage that might be good reading

Cool. So I should be able to access the vacuum behind the radio and climate control panel? Or from under the blower. I'll start digging soon. Thanks!!

Yeah, if you remove the center console you might be able to access some of it. You can also access some through the side, get on your back in the passenger foot well and look up to your right.
Worst case you have to pull the dash...

I'm not much of an expert on the HVAC system though so not sure how much help I can be to diagnose or fix, but I have taken some out and apart so I know where to access them

Yeah, I think I located the solenoid on the passenger side foot well right by the center console. It's actually pretty accessible.

Part #2 in the pic.
When I press the recirculate button, I hear a click coming from it. So I know power is being delivered to it. It's just not signaling the 2 vacuum units on either side of the blower fans. I'm gonna remove it this weekend. Any way of testing it if to see if it works? Thanks for your help again!!

So I found the solenoid. Have to take out the glove box. Not bad. There are 2. The lower one is for the heat valve. The one above it is the recirculating one. There is power going to the solenoid I hear it clicking on and off as I press the button. And the vacuum lines look great and are attached well. So now I'm gonna look at the vacuum valves that sit on either side of the fans up top. Maybe the are broke.
