Do you use anything on the OD of the seal? It looks like to me if there is some grey sealant on the outer surface of the seal. I've used engine oil on the inner lip which goes onto the flange.

I've also changed the flange but the edge of the new one is not that shallow as the original was and thus the seal goes on harder.
