Momentary Hesitation

New to me 89 C4; 50k miles. When I blip the throttle, there is a momentary (half second) drop in RPM before they rise normally. The car seems to run fine otherwise and this hesitation does not seem to affect drive-ability. Is this normal for these cars? If not; can someone suggest possible culprits?

Sticky ICV (idle control valve)
Flywheel sensor
O2 Sensor
