Can anyone ID this part?

I noticed this little orange cylinder (actually, it looks a like part of a part) sitting on my driver-side engine mount yesterday. Seems to be made of the same material as the dizzy cap/rotor. What is it? Where did it come from? Is danger imminent?

TIA for answers to any of these existential questions!

Not that I know of, but I've only owned the car since April of this year. Why would having the engine out be important to know?

just asking because if someone pulled the engine out, its easy to break those parts if youre not careful.

Is it solid, or hollow to allow a bolt?
