Porsche Crest Fuel injector valve wire issue

I was wondering if anyone knows if there was an upgrade on the wiring for the fuel injector valve for the 964. Please see the pictures attached. The red/green wire coming off the middle valve has been cut off, and the red/green wire from the next sensor is connected to a black wire that goes to the DME I figure. I am just wondering if I should have that other red/green wire connected to the black as well????
Car runs fine but I am just going over all the wire harness to find any corrosion or damaged wires and I saw this.

What is with all of the hose clamps? Is that a home made fuel line?

That would be a power steering pump line, but I agree that it has way more clamps than normal and a hardline portion that doesn't look factory either.
