In figure 14, when putting the steering wheel back on does that need to be torqued or just tightened?

Torque to spec if I remember right it's around 33 ft-lbs. Be extremely careful when torqueing this, you will need to use an extension to reach the center nut and make sure the socket stays in line with the shaft. Don't let the socket slip, and it's better not to use the steering lock to hold the wheel. Use a trusty assistant, and pull the wrench down while torqueing. Keep the handle away from the windscreen!!

Take the car for a short drive with it semi tight. If it's not correctly oriented when driving straight then pull over, undo it, rotate the wheel onto other splines and re test. There's no point doing it up in your garage to the right torque then finding out the wheel is not straight.
