964 turbo motor hard start ??

My car has Electromotive dual plug ignition
Here lately the motor acts like the warm up regulator isn't working??
It will start most of the time but it doesn't go to high idle when first starting cold, it stays around 800 with appears to be a very slight miss fire and eventually moves up to 1000 then runs smooth. I'm trying to narrow down what would cause a problem like that. move some relays around trying to check to see if the start would improve but it doesn't seem to mater.
