996 - Brakes not releasing

2003 996 C2, Tiptronic, has PSM...
First I've read the articles posted on the situation I have with brakes that do not fully disengage...I first replaced the brake master cylinder and still had a problem (though lesser). I've found that loosening the brake master cylinder (allowing about an eighth inch from booster mount), relieves the brake pressure. My question does this indicate some problem still with the master cylinder or could the brake booster (I've not started the car throughout this process...no vacuum), be not allowing the mater cylinder piston to fully return and release pressure?
