Question 2000 M96 5 chains engine timing issues

Dear Friends,

I was about to remove the heads on this 2000 996 with a 5 chains M96 engine, then I notice that when I put the engine on TDC for CYL #1, the exhaust notch on the cam shaft on CYL #4 does not align with the head and and valve cover lines
I thought that, CYL #1 in on TDC compression and CYL#4 is on TDC exhaust notches should aling, since I saw many people locking both cam to change and IMS bearing
1-) Question: Is that normal? or the timing on bank 2 for this engine is completely off?
2-) Question: For me just to remove the heads its not something that need my concern right now, right?!
3-) For timing purpose should the chains tensioner ( the 3 of them ) should be on or off for the cam timing ?
Also when I turn the engine 360 degrees out of #1 TDC the CYL#4 still not aligned
