996 horn, works sometimes ?

Hi all,
I bought a pretty clean 996 in march of last year, coming up on 1 year of ownership here and slowly working through a few items I knew the car needed from the PPI....

Horn:

Sometimes it works perfectly. If I go out to the garage right now it will work, if I start the car it will work, if I drive it up the street, it won't work.. If I drive it around town, it won't work. If I drive it back home and park it in the garage, it works. Also, conveniently, if I get to the inspection station, it also works there.

So, yes.. I'm being a little bit funny... but I'm trying to debug and not really sure where to start. I have no codes, airbag seems to be in good working order.... the previous shop tried multiple times to diagnose but as stated, it works if you drive it to the shop :-) so nothing for them to do...
