Introducing myself an ODB II question

Thank you for the possibility of returning to the forum after a long time and secondly, to apologize for my level in the use of English.
I introduce myself. I was in the forum for several years (Approximately from 2000 to 2019)
I have always loved the brand and I was lucky enough to have for 20 years a 911 S Targa from 69 in almost original condition (“matching numbers” chassis-engine-box-injection pump).
I sold it in 2019 and since then I have a tear every time I see a 91.
I keep hoping to have another one as soon as possible.
This time I think of something more realistic with my budget and I'm starting the search trying to find some reliable exponent in the 996/997 range.
I know it's a complicated range, but as I said before, budget is a key constraint.
It occurs to me that the first fundamental investment (at least from my point of view) is an OBD II that allows me to determine the status of some of the key aspects in potential subjects of selection.
Engine, box, electronic/electrical systems and some other aspects that surely you can tell me.
In this regard, I would like to ask you a few questions.
Where I live I only have access to these makes and models.

Do you know if:
Do these products measure the ignitions (1 and 2 (996) and (1 to 6 (997) ?
Do you measure the functional state of the gearbox?
Do you have the capacity to carry out important tests in other aspects of those two cars that you consider decisive for the selection of the car?

None of those devices will do what you want, particularly the gearbox data and specific testing. What you need is a Porsche specific diagnostic tool like the Durametric system.

Let me make sure I understand this. You are about to go shopping for a 996 or 997 and because you are aware of the well documented issues of the 996, you are looking for ways to minimize the chance that you get a car with underlying problems? In that case, I wouldn't waste my money on a scanning tool. Those tools can be used to reset fault codes. What you need is to either make friends with someone who knows the 996 or 997 well enough to help you decide, or find a car that the owner can document all the known 996 issues have been repaired/replaced/resolved. If you are starting from a point of complete ignorance on the 996, it may take you a year to get your head around the issues. It took me two. To start, Google the following:

996 IMS
996 Expansion tank
996 Starter generator cable
996 AOS

He was looking for a scan tool to specifically read the number of over revs (ignitions) on cars he is looking at; which is a very good idea as it will give you some idea of how the car has been treated, and would let him see any pending codes, specifically with the gear box, as well as the systems state of readiness (has someone just cleared codes before you look at the car). all of which are a worthwhile "first look" before sending the car to get a through PPI.

I don't disagree with you, JFP, but the way I read this, EXA6911S is trying to do this by substituting a scan tool for a PPI, which is why I suggested he find a friend who knows these cars. When I hear someone trying to do this on a budget...

We always recommend prospective buyers "self-eliminate" candidate cars before they bring them into our shop for a PPI. Using a Porsche specific scan tool to check out a vehicle for things like excessive over revs, I/M Readiness issues, or obvious mismatches between odometer miles and run hours, eliminates bringing the car in and paying us to tell you what you could have found out yourself. Once you schedule the car and it comes through the shop doors, you are paying for it, pass or fail.

Only Durametric can read the over-rev and operating hours.
The Launh Pros Mini can read gearbox data and other Porsche accessories. But, it cannot read over-revs.
